The CDS Program provides personal care assistance services for MoHealthNet eligible consumers with physical disabilities who
need assistance with activities of daily living to live independently in their home and community.
The CDS Program is administered by the Department of health and Senior Services (DHSS) and operated through Centers for
Independent Living (CILs) throughout the state. The consumer is the employer and controls, what, when and how personal
assistance tasks are received and performed.
The CDS Program allows the consumer to direct their own care by choosing, hiring, training and supervising their own personal care attendant.
DCAI is the payroll agent and handles all payroll taxes, withholdings, etc. Attendant time-sheets are submitted to DCAI on
a bi-weekly basis. The current attendant pay rate through DCAI’s CDS Program is $9.25 per hour.
The attendant(s) that you hire may be a family member or friend, with the exception of your spouse or anyone under the age of 18.

The eligibility requirement for the CDS Program is at least l8 years of age, MoHealthNet eligible, the ability to self direct, must
have a physical disability and meet the current nursing home level of care.
Individuals that are eligible for CDS Program will be assessed on your individual needs for daily living, which include the following:
DCAI will monitor your CDS Program, with monthly contacts and home visits to ensure that your services are being provided according to your plan of care. We will monitor any changes that you may need with your care plan in case of a decrease or increase
in time in needed. We want to ensure that the Federal and State dollars are being used in compliance to our regulations. Any
waste, fraud or abuse of the CDS Services will be reported to our DHSS hotline.
