Strategic Plan 2021-2023

Goals:
DCAI and DCAI Foundation will continue to strive for excellence while maintaining the services we provide.

  • Delivering the Five Core Services. (Advocacy, Peer Support, Skills Training, Information and Referral and Transition)
  • Consumer Directed Services
  • In-Home Services
  • Individualized Support Services
  • Behavioral Health
  • Quality Assurance
  • Ramps 
  • Assisting individuals apply for Grants for Home Modifications
  • Essential Medical Equipment and Accessibility Devices
  • Doctor/Medical Transportation Services
  • Educational Services
  • Identification of affordable and accessible housing
  • Establishing strong public relations with key individuals in the community as well as state legislators to impact the lives of people with disabilities

All Programs and Services will be funded by any and all federal and state grants/monies, MoHealthNet Provider Reimbursement, fundraising, and other identified sources of income. Potential grants applied for MEHTAP (Missouri Elderly and Handicap Transportation Adult Program), Wal-Mart local grants, Ameren UE, and No Wrong Door. 

DCAI received additional funding through the CARES ACT for COVID related spending and needs. 

Objectives:

  • Provide services to increase community integration of persons with disabilities in three areas: Housing, Employment, and Transportation. 
  • Stimulate civic engagement of people with disabilities to result in inclusion and independence. 
  • Expand emergency preparedness, response and recovery for people with disabilities.   
  • Increase the capacity of the Missouri Statewide Independent Living Council.

*Quarterly Progress Reports will be provided to board members and management on progress being made.

Action Steps:

  1. All DCAI and DCAI Foundation staff will provide services to increase community integration of persons with disabilities in three areas: Housing, Employment, and Transportation. 
    • DCAI will promote Universal Design in public and private facilities, advocated for the enforcement of policies, advocated for accessible/affordable housing. 
    • DCAI will educate individuals with disabilities on available work incentives and possible employment options. DCAI will encourage employment through Systems Advocacy, Individual Advocacy, Employment Services, Website Content, Newsletter and Social Media. 
    • DCAI will continue to build and expand community partnerships to advocate for accessible/affordable transportation for people with disabilities.
  1. All DCAI and DCAI Foundation staff will stimulate civic engagement of people with disabilities to result in inclusion and independence. 
    • DCAI staff will educate and promote self-advocacy to individuals with disabilities. Staff will encourage appropriate strategies that will support success for individuals with disabilities. 
    • DCAI will increase the number of people with disabilities who vote by encouraging voter registration, alternative voting options; provide free notary services, nonpartisan education on issues and voter motivation.
    • DCAI will encourage and educate self-advocates about serving on local and state boards, committees, and commissions.
    • DCAI will reach out to our local election commissions to offer resources on ADA compliance and accessible voting.
  1. DCAI and DCAI Foundation will expand emergency preparedness, response and recovery for people with disabilities.   
    • In the event of a man-made or natural disaster that impacts our community; DCAI has
      • A written organizational emergency plan 
      • Fully trained, prepared staff
      • Staff or volunteers assigned specific duties 
      • Resources and materials in various formats to educate people with disabilities about emergency preparedness
    • Staff will make referrals to the appropriate emergency personnel in the event of a man-made or natural disaster.
    • Staff will partner with local authorities and help educate the community on emergency preparedness.
  1. Increase the capacity of the Missouri Statewide Independent Living Council.
    • DCAI will submit necessary quarterly reports, conduct annual consumer satisfaction surveys; annual consumers’ needs surveys, and submit the Program Performance report to be reviewed to ensure timelines are being met for MOSILC.
